State Pay Plan Oversight Committee Meets for First Time

Topeka - The State Employee Pay Plan Oversight Committee met for the first time today and elected Rep. Pat George (R-Dodge City) its Chairman and Senator Vickie Schmidt (R-Topeka) its Vice-Chairman. Members also received an update on implementation of the plan’s first year.

Kansas Speaker of the House of Representatives Melvin Neufeld (R-Ingalls) appointed Reps. George and Charlie Roth (R-Salina) to represent the House on the Oversight Committee.

“Both Reps. George and Roth were heavily involved in the development of the state’s new pay plan system,” Speaker Neufeld said. “Their knowledge of the plan will be invaluable to the committee as the state moves forward with implementing it. And as business owners, they have practical experience - they know what it takes to attract and retain good employees.”

House Bill 2916 established the Oversight Committee and created the state’s new pay plan that will be implemented during the next five years. The Oversight Committee will report each year to the Legislature on the progress made in the development, implementation and administration of the new pay plans and the associated performance management process.

“I am pleased with the trust the committee has shown in me,” Chairman George said. “I look forward to continuing the process of improving our state’s work force and making our pay plan system the envy of other states.”

Lawmakers began working on the new pay plan during the 2007 Legislative Session after Speaker Neufeld appointed a House Select Committee to study and make recommendations to improve the state’s current system. Both Reps. Roth and George served on the nine-member committee, with Rep. George as the committee’s chairman.

“The new system is a tremendous step forward in what needs to be done to help the state attract and keep the best employees. Kansans deserve to have the strongest workforce possible making sure their tax dollars are used wisely,” Rep. Roth said.

Other members of the Oversight Committee are Rep. Tom Hawk (D-Manhattan); Sen. Laura Kelly (D-Topeka); and the Governor’s appointees, Secretary of Labor Jim Garner and Jane Carter, Kansas Organization of State Employees. The Secretary of Labor and Secretary of Administration or their appointees will serve as non-voting ex-officio members.

Rep. George serves the 119th House District. He is a member of the House Appropriations, Transportation and Social Services Budget Committees as well as on the Legislative Joint Committee on Kansas Security.

Rep. Roth represents the 71st House District. He sits on the House Judiciary Committee, the House General Government Budget Committee, and the House Commerce and Labor Committee.
